POSITIVE RESPONSE TO REHABILITATION PROPOSAL


The LRMA received a positive response from NSW Farmers to their
rehabilitation proposal at a small meeting in Walgett last week. The LRMA have been advocating a two-stage approach to rehabilitation for quite a number of years. The first stage being the responsibility of the claimholder prior to cancelling their mining title, as is currently the case.

The second stage is to finalise rehabilitation on a field basis once mining has diminished, utilising the rehabilitation levy that is in place. Stage two may involve such things as ripping compacted areas, broadcasting some native seed, creating contour banks to promote growth. The exact works will be decided on a case-by-case basis in consultation with the landholder. The Department have recently undertaken some trials on Allahs and Wyoming, which are looking quite good.

Included in the LRMA's proposal is to guarantee their members environmental performance by allowing them to place their security bonds with the LRMA for a number of prospecting and mining titles that will roll over onto new titles. The LRMA would then lodge one large bond with the Department as security for the scheme. The final details are still to be worked out and the Department's legal branch is drawing up a heads of agreement.

We are still in the process of working out the final rehabilitation criteria
and mineral claim conditions with the Department in regard to Opal
Prospecting Area 4. These claim conditions will flow onto all titles outside of the preserved fields over a couple of years.

LRMA OPAL ADVISORY SERVICE




The LRMA Opal Advisory Service has been going strong for over 22 years giving opal miners a guide as to what their opal is worth. This is an excellent service run totally by volunteers and an impressive effort over such a long period of time. We do not believe this service for miners has been duplicated successfully anywhere else.

The LRMA Opal Advisory Service meets at the Lightning Ridge Hotel Motel every Saturday morning, except over the summer months, from 9am to 11am. Miners bring up to six stones each to the Chairman, Joe Schellnegger who then passes them onto a panel of at least five people who each price the stones and arrive at an average. The miner is then given a feedback card with the recommended price per carat. The miner never sees the panel and the panel does not know who the miner is, so confidentiality is assured. Once the miner sells the opal he fills in the feedback card to return to the Opal Advisory Service. In this way the panel can refine their prices in response to the market.


The Service has been quite busy over the past six months pricing between 60-70 opals each Saturday morning but if you wish to avail yourself of this service you need to get there early as the panel leaves at 11am. Naturally the Service has improved over the years and they have paid particular attention to improving the light source as well as computerising the bookkeeping system.
